UPDATE 20.6.2008 THE ROYAL MAIL HAVE JUST BEEN ADVISED BY THE RUSSIAN POST OFFICE THAT MY PACKET WAS DELIVERED ON 26.12.2007 & I HAVE JUST HAD TO PAY THEIR COMPENSATION BACK, I HAVE NOW CONTACTED PAYPAL WITH THIS INFORMATION & PUT IN A CLAIM UNDER THEIR FRAUD PROTECTION COVER FOR PAYPAL USERS.

IT SEEMS PROOF OF DELIVERY IS NOT GOOD ENOUGH 'PROOF' WITH PAYPAL, I SHOULD HAVE SENT IT WITH ONLINE TRACKING ALL THE WAY, (G.P.O. SIGNED FOR IS NOT COVERED BY THEIR GUARANTEE) SEE REPLY FROM PAYPAL BELOW - REF THEIR 'EXPRESS CONDITION OF THEIR SELLER PROTECTION POLICY'

E BAY - RUSSIAN SCAMMER - "MALTA_1980"
ALEXEY NOVIKOV.
Just received this from EX "MALTA_1980 " -
My ebay account was closed by my request to ebay couse my password was stolen. I opened new one. I had perfect feedbacks on my account. (see BELOW "never arrived in mail" feedback)
Malta_1980 has been deleted from E Bay. One of his feedbacks listed here, saying he stated "IT NEVER ARRIVED IN MAIL" started alarm bells ringing for me -

I never get this medals which I ordered from you. Paypal did investigation and dicided to my favor. I bought a thousand items from ebay and only few I did not get (inclused your item).
(mainly jewellery stones, with multiple small purchases - 1000+ purchases with 320 from individual sellers)
Be aware that he now has another account with E bay presumably under a different tag name - the scam continues.

Parcel posted 11.12.07 as Paypal payment had been made & tracking number sent to Alexey.
Good feedback left for me THE SAME DAY OF PURCHASE of medals on 10.12.07, I presumed as he had paid for them.
E Mail received 17.12.07- I did not get it yet! This is why I am worry about it Alex & repeated 2.1.08

It was ROYAL MAIL "SIGNED FOR" AIR MAIL TRACKING NUMBER Rl 6492 1032 9GB

Alexey opened disput with Paypal 3.1.08 & after my reply saying posting was over Xmas & to be patient. The G.P.O. Track & Trace system said "parcel had been passed to Russia for delivery".
On receipt of my reply he esculated this with Paypal to a claim for a credit card refund the next day.
Some weeks later Paypal asked for faxed proof of parcel posting "signed for" - this was sent. 
At the same time, having looked at MALTA_1980's purchases, I realised his puchases to date were for under £62 & if medals were MINIATURES not full size, I advised Paypal of this, but received no reply.
On 10.2.08 I received the following -
Dear Bob Lynes,
After careful consideration of the evidence provided in the case detailed below, we have completed our investigation and decided in favour of the
buyer. Under the terms of our User Agreement, we have debited the following amount from your PayPal account as a refund to the buyer: 605.00 GBP
A refund has been initiated from your account and the case is now closed.
Unfortunately, due to insufficient funds your account balance is now negative and may be limited. Any funds entering the account will apply toward making a positive balance.
This claim has been solved amicably. Please consider this when leaving feedback for this buyer.

On my claiming for proof of delivery from G.P.O. I was told they require 90 days to investigate, I have had one letter follow up saying nothing has been received from the Russian Postal system to prove delivery.
Unfortunately E Bay 'feedback' had been left by me when Paypal payment was received at the same time as all my other cheque paying customers payments had been received, however until now it seemed that this was a genuine lost in the post over Christmas.
I also find on THE BRITISH MEDAL FORUM on the net -
Word of warning to those who accept Paypal for items sold on Ebay (I have just learnt this to my cost..)..
1. I sold a medal in early January for just over £500, it was what I considered to be an overly fair price.. the item is normally around £400. The buyer was a Russian (MALTA_1980) who paid immediately with paypal and I shipped the item the next day, giving him the Royal Mail 'track & trace' number.
2. 4 days later the buyer gives me +ve feedback, at which point I assumed the item had arrived and forgot about it.
3. Today he has started a Paypal dispute against me stating that the item was never sent.. Paypal have removed the money from my account and there is nothing I can do about it.. he did not contact me beforehand about this.
4. Lesson learned.. don't send anywhere outside of the 'usual channels' and I'll think twice before I accept paypal for items again..
I also noted a number of members on the FORUM thought having an empty Paypal account was O.K. well it's not; a DEPT. COLLECTION AGENCY INTRUM JUST-ITIA LTD, P.O.BOX 7182, HARLOW, ESSEX, CM19 5WF contacted me, after I had failed to put right my negative balance with Paypal.
First call as I didn't know who I was talking to I refused to give my address & was told "she would send someone round" I advised her I knew where the 999 buttons were on the phone. 2nd call on asking for their Company name & address, by the time I had got a pen & paper he hung up. 3rd call, also hung up as I was not being "compliant" with what she wanted (my address) so in 3 calls this dept recovery agency had managed to confirm my name, hope Paypal don't pay them much !!
Meanwhile Paypal have changed the negative amount to Euro's equivelent value now up to £638.24 !! I have now paid the £605 (original amount) which Paypal say they will swallow the difference in the currency change, I hold my breath as my account still shows the 639.32 !!
It looks like I was an early 'casualty' of ALEXEY NOVIKOV SCAMS & UNFORTUNATELY SALES FROM NOW ON WILL ONLY BE POSTED TO THE U.K. HAPPY WITH BUYERS OUTSIDE THE U.K. BUYING WITH FUNDS IN STERLING & SUPPLY A U.K. ADDRESS FOR POSTING MEDALS TO.

UPDATE - On police contacting the sister who says he has gone to Thailand, presume we paid the airfare !!
